COVID-19 Update From SED

Some regulations restrict licensees to a certain percentage of self-study for continuing education requirements. In response to the evolving situation with the Novel Coronavirus (COVID-19), and for those licensees whose registrations are due to renew March 1, 2020- January 1, 2022, the Department will grant an adjustment to all licensees to complete up to 100% of the continuing education as self-study, so long as it is taken from a Department-approved provider and is in an acceptable subject area for the specific profession. The New York State Education Department (NYSED) is working closely with other New York State agencies and the Governor’s Office to tackle issues relating to COVID-19. Please continue to monitor the Department’s website for updated guidance.
 (NYSDA members should refer often to nysdental.org-COVID19  for communications from their leadership.)

We are all in this together. And we assure you we are doing everything possible to maintain and promote optimum communications and ongoing efficiencies.

Important CE Reminder for Dentists Taking MCE Courses

In order to receive credit for NYS mandatory continuing education purposes, you must make sure that the entity sponsoring a continuing education course is approved to provide MCE credit by NYSDA, NYSED, ADA CERP, or AGD PACE.  NYSDA approves only its thirteen component dental societies and the New York State Dental Foundation.  Information regarding sponsors approved by NYSED is available from the New York State Education Department, State Board for Dentistry, 89 Washington Avenue, Albany, NY 12234-1000; phone 518-474-3817 ext. 550; fax 518-473-0567; or this site.

A list of such sponsors approved by ADA CERP is available at www.ada.org/98.aspx.
A list of such sponsors approved by AGD PACE is available at www.agd.org/education/pace/findaprovider/
If you are unsure whether a sponsor offering a continuing education program is approved, feel free to contact the Dental Board by phone at 518-474-3817, ext. 550 or by e-mail at dentbd@nysed.gov.

ADA CERP UPDATE

In keeping with new revisions to ADA CERP standards, the New York State Dental Foundation has formed a CE Advisory Committee to provide input on goals, objects and content of its continuing education program. The members of the Committee, will meet periodically throughout the year.

In addition to advising the Foundation on CE, the Committee will periodically review providers’ CE mission/goals, participate in periodic assessments of the effectiveness of the overall CE program, and participate in conflict of interest screenings processes.   Click here for more information.

The New York State Dental Foundation is an approved ADA CERP provider. ADA CERP is a service of the American Dental Association to assist dental professionals in identifying quality providers of continuing dental education. ADA CERP dos not approve or endorse individual courses or instructors, nor does it imply acceptance of credit hours by boards of dentistry.
Concerns or complaints about a CE provider may be directed to the provider or to ADA CERP at www.ada.org/goto.cerp

HIV ORAL HEALTH PRECEPTORSHIP PROGRAM
in New York & New Jersey

The New York State Department of Health-AIDS Institute Oral Health Regional Resource Center in collaboration with the NY/NJ AETC offers a unique chance to participate in an HIV Oral Health Preceptorship Program.

HIV Oral Health Preceptorships are available for dentists, dental hygienists and primary care clinicians in New York and New Jersey. These programs are individually tailored to meet the needs, interests and experience-level of the individual provider. Typical sessions are from one to five days and are available for the person with no or very little HIV experience, to those looking for a more detailed clinical experience in an HIV Primary Care Center, or discovering the wonders of oral pathology. Preceptorship sites are in multiple locations in both states and the actual location will depend on the level of the preceptorship program selected for the applicant assessment with Program Director. Tuition for the program is fully covered by a grant from Health Resource and Service Administration (HRSA) and nationally accredited continuing education credits are available from the NYS Dental Foundation and the Dental Hygiene Association of the State of NY.

For several years, NYSDA has been filing and financing the ADA CERP Extended Approval Process (EAP) for all NYSDA components except New York County, Second District and Bronx County.
In order to continue to provide this valuable service to both NYSDA components and membership, it is absolutely imperative that all courses adhere to the standards set forth by ADA CERP.
ADA CERP EAP
Recognized sponsors of continuing education under NYSDA’s EAP must abide by ADA CERP guidelines. It is NYSDA’s obligation to be certain that components adhere to the general CERP procedures and the EAP guidelines.
Approved NYSDA EAP components must:
1.    demonstrate satisfactory compliance with ADA CERP standards, criteria and procedures as outlined in the ADA CERP Recognition Standards and Procedures
2.    supply NYSDA with all publicity materials for CE activities held in the last 12 months;
3.    supply NYSDA with samples of educational course objectives;
4.    provide course evaluation forms to NYSDA;
5.    provide NYSDA documentation issued to participants as verification of participation. Verification forms must contain all information designated in CERP guidelines; and
6.    provide NYSDA with a copy of a conflict of interest disclosure forms, speaker contracts and commercial contracts concerning courses offered.
It should also be noted that components cannot umbrella other groups under their CERP recognition.
Another avenue of CE recognition is available outside of the ADA CERP EAP and that is directly with the State Education Department, as described below.
NYS EDUCATION DEPARTMENT CE LAW
NYSDA is approved by the New York State Education Department (SED) as a recognized sponsors of continuing education, as are entities approved by either ADA CERP or by NYSDA (NYSDA has only approved its components and the New York State Dental Foundation). Other groups must formally apply to SED to be recognized as sponsors, which status SED may or may not grant. SED does not automatically recognize study clubs as providers of CE. While NYSDA and ADA CERP are empowered SED to recognize other entities as sponsors, components do not have that power. A component may not recognize a study club as a sponsor of CE. Therefore, if a course provided by a study club is to receive SED recognition, it must be done under the sponsorship of the component dental society, NYSDA, or the New York State Dental Foundation, or be its own ADA CERP-approved entity. In other words, the component would be listed as the course sponsor. In these instances, components now have the requirement to: 1) review the course content prior to presentation in order to make certain that it is a valid continuing education course; 2) maintain control over the physical arrangements for the course; 3) track attendance of the dentists taking the course, and 4) keep the appropriate records required by the SED as a sponsor of the course. (Appropriate records are as follows: official letter or certificate of completion from the component containing course attendee’s name and ADA #; course sponsor; course title and code; course date(s) and location; type of course, and number of credit hours; name and curriculum vitae of faculty; record of attendance; outline of course instructions.)  NYSDA will not be responsible for these courses, but the component will be directly responsible for providing such documentation to the SED, if requested.
